FINRA filed for immediate effectiveness to delay implementation of a 2011 rule change to rename the OTC Bulletin Board (“OTCBB”) as the Non-NMS Quotation Service (“NNQS”).  (FINRA Rule Filing 11-19).  That change was to have gone into effect within 270 days of the 4/25/11, when the original change was filed. That has never happened and now FINRA needs additional time to complete this steps before implementation is possible:  (i) renaming of OTCBB as NNQS;  (ii) transitioning of the related domain name;  and, (iii) consummation of the sale transaction discussed in the Original Filing.  No changes to these 3 steps are planned.
