FINRA Guidance: New Issue Allocations and Distributions

New FINRA guidance on rule provisions governing spinning and market orders is available in the form of FAQ's on Market Orders - published by FINRA on 6/17.  The new provisions under FINRA Rule 5131(b) and (d)(4) had been delayed, but now are set to go into effect on 9/26/11.   Interpretive guidance also will take effect on that date. 

FINRA Rule 5131 sets forth detailed regulatory requirements for the allocation of new issues;  interpretive guidance pertains to the acceptance of market orders.  The text of the rule can be found in the online FINRA Manual.
