FINRA Picks New EVP From SEC Office Pool

May 2, 2013

[ by Howard Haykin ]

SEC Director of OCIE - the Office of Compliance Inspections and Examinations - is moving over to FINRA - the Financial Industry Regulatory Authority - as Executive Vice President, Risk and Strategy.  [C-I Note:  Is this like moving from Manhattan to Brooklyn?  No serious offense intended to my birthplace and home of the Nets b-ball team.]

Carlo di Florio will join FINRA's Office of Risk, Emerging Regulatory Issues, Enterprise Risk Management and Strategy, where he will have overall responsibility for:

  • ensuring that FINRA has effective processes for assessing the most significant risks to the investing public and the integrity of our markets,
  • developing strategic responses to mitigate, manage and monitor those risks and industry trends,
  • managing FINRA's Enterprise Risk Management program to enhance FINRA's internal governance, risk management, quality control and compliance in support of FINRA's mission and strategy.

His start date is 6/24/13.

Carlo diFlorio's Profile.   Di Florio joined the SEC in 2010.  As OCIE Director he oversees the SEC's nationwide examination programs for, among other entities, RIAs B/Ds, MFs, exchanges and clearing agencies.  Prior to the SEC, di Florio was a partner with PricewaterhouseCoopers in the Financial Services Regulatory Practice - specializing in corporate governance, enterprise risk management and regulatory compliance.  He received his Master of Laws from Georgetown Law, his J.D. from Penn State, and his bachelor's from Tulane.

FINRA Chairman and CEO, Richard Ketchum had this to say about FINRA's new EVP:  "Carlo's expertise as a securities regulator will help FINRA focus its resources in the areas that pose the greatest threat to investors and markets. I am confident his leadership will enhance FINRA's critical role as an investor guardian in America's financial system."
