MSRB Board of Director Officers for FY 2013

[ by Howard Haykin ] The MSRB announced on Friday the names of officers of its Board of Directors for Fiscal Year 2013.
  • Jay Goldstone, MSRB Chair. Mr. Goldstone is COO of San Diego, a public member of the MSRB Board, who will serve one-year term as MSRB Chair, beginning 10/1/12.
  • Stephen Heaney, Vice Chair. Mr. Heaney is Managing Director at Stone & Youngberg, Division of Stifel Nicolaus, who will serve one-year as Vice Chair.
Alan Polsky is the current MSRB Chair.  MSRB’s Board of Directors establishes policies, approves rulemaking and market transparency initiatives, and oversees operations for the MSRB, the self-regulatory organization for the municipal securities market. More About Jay Goldstone. Has been on MSRB Board since 2010, and has spent his career in municipal government in financial and executive capacities.  He has also served as CFO for San Diego, Director of Finance for City of Pasadena, Manager of Finance for Maricopa County, and Interim City Manager and Director of Finance for City of Richmond. Mr. Goldstone currently serves as commissioner of the California Debt and Investment Advisory Commission.  He received his Bachelor’s degree from University of Minnesota, a Masters in Public Administration from Arizona State, and an MBA from Santa Clara University. Joined MSRB Board in 2009 and has over 30 years of experience in municipal finance – majority with Stone & Youngberg – where he has directed billions of dollars in public offerings for capital improvements throughout California and Nevada.  He has taken a lead role in creating public financing techniques to address the infrastructure needs of large and small-scale development and redevelopment projects, and is a frequent speaker on infrastructure finance issues.  Mr. Heaney received a bachelor’s degree from Texas Tech University and a Master’s in Public Administration from Syracuse University.
