Pandit Goes Outside for New Citigroup General Counsel

[ by Melanie Gretchen ] Citigroup CEO Vikram Pandit, who is restructuring the bank's ranks - in part to help strengthen the bank's implementation of Dodd-Frank and its Volcker Rule, announced a change to the general counsel position.  Current G.C., Michael Helfer, will be appointed vice chairman, and he'll oversee Citi's Dodd-Frank implementation. Taking Helfer's place is Rohan Weerasinghe, who currently is a partner at Shearman & Sterling. Mr. Helfer, 67, is married to a former chairman of the banking regulator.  He met his wife, then Ricki Rhodarmer Tigert, when he was helping her prepare for a Senate confirmation hearing that saw her appointed the first woman head of the FDIC in 1994.
