SEC Picks New Investment Management Director from Within the Agency

Eileen Rominger, surprised many when she recently announced that she'd step down as Director of the SEC Investment Management Division. She had held that position for just 18 months, and had received praise for a "job well done." Nevertheless, she is out and the SEC Chairman has filled the vacancy from within the Agency.
Norm Champ, who joined the SEC in 2010, and currently serves as Deputy Director of OCIE, was named to replace Ms. Rominger as the new head of the Investment Management Division. Mr. Champ assumes his new duties on 7/9.
Prior to joining the SEC staff in 2010, Mr. Champ was with the investment management firm, Chilton Investment Company, where he was a partner, served as general counsel for 10 years an was a member of the executive committee. Chilton is know for being a multi-national adviser to private funds and managed accounts.
While he was with OCIE, Mr. Champ sat on the Executive and Operating Committees, and has served as the acting head of the broker-dealer, investment adviser/investment company and credit rating agency exam programs and as acting chief counsel. Mr. Champ led the creation of OCIE’s first Examination Manual.
During his SEC tenure, Mr. Champ received the Chairman’s Award for Law and Policy for his role in OCIE’s implementation of the Dodd-Frank Act and the Chairman’s Award for Labor-Management Relations for his role in the reorganization of OCIE. [C-I Note: Sounds like Champ accomplished a lot in a short 2-1/2 year period. Quite impressive.]
Finally, the SEC informs us that Mr. Champ is a lecturer at Harvard Law School, where he has taught a course on private funds investment management law. He currently teaches this course to 120 SEC colleagues. Mr. Champ as Mr. Champ was a lawyer at Davis Polk & Wardwell, and spent 2 years as a law clerk for the Honorable Charles S. Haight, Jr. of the U.S. District Court for the Southern District of New York. He received his BA from Princeton, summa cum laude, in 1985, and his master’s in 1986 from King’s College University of London, where he was a Fulbright Scholar. He earned his juris doctor degree from Harvard Law, cum laude, in 1989. [C-I: He consummated 3 advanced degrees in just 4 months. Geez.]
