SEC's Mary Jo Names Her Chief Counsel

June 4, 2013

[ by Melanie Gretchen and Howard Haykin ]

SEC Chair Mary Jo White appointed Deutsche Bank former legal chief as her Chief Counsel.  Robert Rice had headed the German bank's governance, litigation and regulation for the Americas, and served as global co-head of its governance, litigation and regulation operating committee.

At the SEC, Mr. Rice, 57, will serve as a senior legal and policy advisor to the Chair and provide advice and counsel on a wide variety of regulatory matters.  The move marks a return to public service for Mr. Rice, who spent almost 10 years in the criminal division of the U.S. Attorney's Office in the Southern District of New York - first as an Assistant U.S. Attorney, then as a Deputy Chief Appellate Attorney, and finally as a Deputy Chief of the Criminal Division.

Prior to joining Deutsche Bank, Mr. Rice had served as a partner with McDermott, Will & Emery in New York, which he joined in 2000 - from his service with the U.S. Attorney's Office.  Mr. Rice  began his legal career in 1987 with Simpson, Thacher & Bartlett, in New York.  He received his J.D. from St. John's University School of Law, a master's degree from Montclair State College in 1980, and a B.S. from Springfield College in 1977.
